The following text needs to be added to the statemachine description:

In a statemachine , states and transitions in many cases do not vary for all instances, in this case the modeling rule for the states and transitions need to be no modeling rule (i.e. blank). An item that does not have a modeling rule is only in the type. For some statemachines the states and transition maybe optional in which case the modeling rule need to be present, then then each instance of the statemachine will display the list of states and transition that are part of that instance of the statemachine. Also in the states or transition are desired to exist in each instance than the mandatory modeling rule can be applied.

Agreed not to fix this as suggested. All state machines in Part 9 will use the state machine on the type, and not be able to customize the state machine on the instance.
